General,

Your favor of 31st Mar, covering Copy of Special Order No 53 for the removal of Capt. Sizemore, reached this office last evening, & was rec. by me this morning. Accept my Thanks. General, for your prompt & just action in the premises, which was nothing more than I expected, from your reputation for integrity & impartiality. I think your action in reference to the Agency in their County will not only give general satisfaction, but result in good, both to the white & colored population. I am satisfied that the general desire, here, is to deal justly & kindly with the Freedmen. There may be an occasional departure from this rule, but our civil Tribunals will afford ample & adequate remedies in all such cases.

I have not yet seen Capt. Sizemore, but I am informed that he rec'd a Copy of the Order; & also that the mule, which was in his custody, is reported by him to have been stolen last night. I will not say what I think became of the mule, but I will say, that I have heard but one opinion expressed in the matter.

You give no order in regard to the disputed property, but I think the legitimate conclusion is, from your order, I remit the whole controversy to the civil authorities. I am fearful, however, that without an order from you, upon the Agent & the Freedman Kyle, for the restoration of the mule, I can not be placed Statu quo, at the point of Capt. Sizemore's interference. With such an order, fortified with proper sanctions, I am satisfied, it would be produced.
