they voted the radical ticket they would be compelled to abandon their crops.

And I am of the opinion that the civil authorities are utterly powerless to protect the people in their rights to vote as they may see proper. Something else must be done for them other than to refer them to the courts. I would therefore request instructions as to what action I shall take in cases where freedmen are driven off from their crops for the reason that they have voted for a candidate of their own selection.
