OFFICE CHIEF DISBURSING OFFICER,

Respectfully returned to Brvt Brg Genl F. D. Sewall A.A.A.G.

In my opinion this money should be refunded as claimed. When thousands of dollars have been refunded to pardoned Rebels it seems but simple justice that a union Soldier should at least be treated as well

[[strikethrough]] to be refunded. [[/strikethrough]]
