I have the honor to report that in compliance with Special Order No 104 dated Dec. 8th 1866 I proceeded to the City of Knoxville Tenn. and reported to Brevet Capt. Sam'l Walker stationed at that place for additional instructions and the necessary papers to enable me to make a thorough canvass of, and carefully inspect the condition of all the property held to be abandoned in said Counties, which I proceeded to do with as little delay as possible.
I left Knoxville on the 12th day of Dec. 1866 and proceeded to Clinton in Anderson County. and in that County only one piece of property required my attention, and it has since been restored. 
I next went to Jacksborough in Campbell County, obtaining all the information I could concerning the property in that Co. none of which had ever been controlled by the Bureau. and probably all sold by decree of one or the other of the County courts (County or Chancery) or by the Decree of the Circuit
