Lt.
In compliance with instructions from the Asst. Comr. of this date, I proceeded to the office of McQuithy & Alden, Claim Agents, in this city and was informed by them that they have about fifty persons throughout the state engaged in obtaining claims, to forward to their office in this city; that Murfreesboro is the only place of any consequence when they have no Agt. Their agent at Clarksville is Mr. Cobb, who they say has forwarded them about five hundred claims, they the Claim Agts furnish all the blanks, perform all the labor, and divide equally the fees, with their sub agents, if they dont make anything their agents make nothing; these 500 claims, I presume, include all classes of claims, and not freedmans claims alone. They say Mr. Cobb is making money out of the transaction.

I have the honor to be Lieut
Your most obedient servant

Capt. V.R.C. & Special Inspector.
