I have the honor to enclose herewith a communication sent me by D. W. Nye a Justice of the Peace in this City which will explain itself. I am satisfied that John Black will not be arrested by the Civil Authorities as they are not making any effort of the kind, and I am satisfied that the only way by which he can be arrested will be by sending a squad of soldiers from your City for that purpose: and it has been hinted by some that if a squad could be sent here to remain, it would have a good effect on the disloyal and lawless portions of this people, but of this more anon.

I would most respectfully recommend that at least five soldiers with a weeks rations, be sent here for the purpose of arresting Black and bringing him to justice: and to arrest him, might require several nights watching as I am informed that he apprehends an arrest, and is on the lookout. If the Bureau can protect the freedmen and will do it; now is the time for them to do something to protect them from this dangerous man, as he has threatened to put "Sinkers" in some of them, among whom is Steven Cole.
