I have the honor to submit the following report for your information in regard to my recent tour through East Tennessee where I was sent by the Assistant Commissioner for the purpose of aiding and encouraging the colored people in that section in building Schoolhouses and churches. My trip was not as successful as I would have liked, but owing to the busy season and the poverty of the freedmen I did all that could have been done under the circumstances.

My first point was Knoxville at which place I was introduced to a carpenter who resided in the vicinity of Hopewell Knox. County; at this place the colored people have built a large hewed log house. (the walls only) and I authorized this gentleman whose name is Carter to furnish all material and finish the building, which he agreed to do for the amount which had been appropriated for that purchase at that place: the amount of the appropriation being $100.00

Clinton was my next point: at this place the colored people had not secured a lot, but have since bought and paid for their lot and have a good title to the same and have a balance of $133.04 on hand, which will be nearly
