Sir.
Within the last few days, reliable information has been filed in this office, of numerous and flagrant outrages are being practiced upon the freedmen, in various parts of the State. The reports come from Madison, Gibson, Sumner, Williamson and other counties, where, ex confederates get together in small squads and drive off or cruelly punish any freedman who may have voted the radical ticket or belonged to the "State Guards." I write to simply call your attention to the particular instances, knowing that if it be possible, you will relief to the injured parties =
