In reply to your communications, dated Dec, 19th, 1866, asking for information with reference to the admission of Colored patients to the Deaf and Dumb Asylum, at this place, I have the honor to inclose herewith a communication from the Secretary of the Board of Trustees, of the above named institution, from which you see that colored patients "cannot be admitted until the Legislature provides apartments for them to occupy, and means for their support."
