Respectfully forwarded to Lieut S.W. Groesbeck A.A.A. Genl with the request that the Asst Comr of Tenn. endorse on the enclosed vouchers the explanation required in the within extract of a letter received from the chief A.M. Bureau R.F.& A.L. dated March 25 1867.

Attention is invited to my letter of Jany 31st 1867 upon this subject.

Attention is respectfully invited to inclosed letters dated Jany 24th and Jany 31st - the latter from Lt Col Palmer to Asst Com explaining reasons for purchase & issue of fuel by Capt Kendrick. as the action of Cor Kendrick was intended to benefit the schools at a moment of need I sanctioned it, though not authorized by regulations of the Bureau.
The purchase was made before my approval was obtained.
