Respectfully forwarded to Major General O.O. Howard, Commr. with request for authority to refund to Mr. Jno. P. Henry, the amount within asked for ($26.10) Mr. Henry was relieved from duty as Agent of the Bureau in June 1866, at which time the records of his office were found to be in a somewhat confused state, resulting more from a want of clerical help, of which he had a great need, than from any negligence on his part.
