In compliance with Special Order No.54 A.C.O. dated Nashville Tenn. Apl 23d 1867. I proceeded to Lebanon to investigate the charges preferred against W.H. Goodwin, Agent at that place and have the honor to report that I find upon examination of the accounts in connection with the building of the Schoolhouse at Alexandria a discrepancy amounting to $22.05 as will be seen by the accompanying statements marked "A".

Mr. Goodwin claims against this that he has paid more than the appropriation for building the same which appropriation amounted to $358.00. he claiming to have paid to Owen the contractor and other parties a sum amounting to $395.80 

He has receipts for this amount.
I consider that Mr. Goodwin had paid the amount appropriated but he
