Lebanon, Tenn April 25th 1867

By direction of Capt Mich'l. Walsh, I have the Honor to make answer to the enclosed statements of Sergt's Douglass, Brown and Mitchel as follows - Viz:-

Specification 1st
Any and all soldiers that were placed near me or around my office by Sergt Douglass, was done at his own suggestion, and proposed by him, after which he wished me to put it in writing, as he stated everything should be in writing. No soldier was ever required or ordered to bring water or cleaner out my office, as I had a colored man to work around constantly to do such work -

Spec - 2nd
The Complaints came to this Office of little small children orphans of Freedmen who were being abused and ill-treated, I consulted with Sergt Douglass about the matter and with the Chairman of the County Court as to bringing them in, and having them bound out according to Law Sergt Douglass suggested and proposed of himself that he would go or send out a man or two for them which he did, This was done in Five different instances until Col. Lieb stated to me that such duty of the Soldiers was improper when no other cases of the kind occurred -

I never ordered men to be posted on the Corners of Streets to arrest drunken parties but at - day of - while Sergt Douglass was here and no Constable or Civil Officer being in or about the Corporation a request was made of me by the Mayor of the town, that I would request the Sergt, to arrest a drunken man by the name of Seat who was assaulting citizens, this being
