Dear General
On my arrival here I found numerous checks &ct to pay bounty due (cold) men and as there has been more or less talk about the way of paying them I collect on some of the most reliable merchants of this place to see how much they would charge for cashing said checks they offer to cash them for 1%. I would like for you to give me some advice in the matter. Whether I am to give them their checks and let them go when they will or send them, to these men who will cash them for what they say there is no bank in the place consequently they have to depend on the business men of the place to cash them, some men have been charged as high as $10 for cashing a check, sincerely hoping to hear from you soon I am Genl Very Respectfully your obd sevt
