Respectfully returned to Maj. Genl. O.O. Howard, Commissioner, with the information that the within named teachers do not come under the provisions of Circular No. 22. from the Commr's Office, dated July 1st 1867 - They are selected by the Bureau, and are paid from the rent of School Buildings; therefore the Bureau  authorities of Tenn. are the proper ones to apply for the transportation.
