I have the honor to forward vouchers for payment of salary to Mr. E.F. Mulliken, while acting as clerk to Lieut. Judd. Sub. Asst. Commr. at Murfresboro, Tenn. I supposed I had authority for his employment and he was discharged as soon as I learned that you did not approve of it.

I respectfully request that these vouchers be approved under the circumstances above as he is a worthy man & has a family to support.
