"of importance to the freedmen. I believe and 
"hope some prompt action will be taken in
"the premises & hope to hear from you soon on
"this subject"

He also writes, under date of Sept. 30th, as follows

"This will be handed you by Peter
"Harbert a freedman who has been to me & repre-
"sents his grievances and under the present status
"of the Bureau I could not render him any assis-
"tance in the case. I have advised him to go to 
"Memphis and lay the matter before you. Peter
"has the reputation of being an honest, truthful man
"and you can rely upon his statement. His case
"is like many others in my county and if something 
"is not done immediately to protect the freedmen
"in the division & settlement of the present crop,
"there will necessarily be great suffering among
"them this winter. I will write you more fully on
"tomorrow in making my report".

Mr J.J. Holloway Supt for Fayette County in his report for Sept. states "I would
"suggest that the Supt R.F. & A.L. be authorized
"to supervise settlements with contracting employ-
"ers, in order that the same shall be fair and 
"just & according to the true, intent & meaning of
