that-. "All freedmen are doing very well
"no outrages have come to my knowledge". and Mr Samuel Howard of Henderson gives it as his opinion that the, "Freedmen are doing
"very well, The Civil Authorities seem disposed 
"to take cognizance of the rights of the freed people".

In Shelby County I am satisfied that it will be next to impossible for a great number of the freedmen to obtain a fair settlement for their services for the past year, if they are compelled to rely upon the Civil Authorities for the collection of their claims.

Their ignorance, poverty and desire to avoid difficulties with the whites, will prevent their obtaining their just dues under the law. No reports for the month of Sept have been received from the counties of Benton Gibson, Dyer, Henry, Tipton, Carroll, McNairy & Obion or from the Sub. Dist of La Grange. 

Your attention is invited to the enclosed consolidated monthly reports of the County Supts. that have been received at this Office.
