I have the honor to submit the following report of the condition of the affairs of the Bureau in this Sub. Districh for the month of October 1866:

But few reports have been received from County Superintendents for this month, and nearly all that have been received represent the same state of affairs, viz: That the Freedmen are making more or less complaints that their employers are in one way or another, defrauding them out of their just earnings; of course there is not always just causes of complaint; yet many a family often having worked faithfully for the last twelve months, will find themselves at the end of the of the year without a dollar in the world. Although the Sub. District of Memphis has produced more than enough to sustain itself if properly distributed.  Yet I look for a con[[siderable]]
