Mr. W.B. Tipton, Superintendent of Dyer County, reports that, "At this time one half are doing but little good for themselves or any other person, as at least one half have left their contracts and many are loafing about doing nothing."

Mr. R.C. Scott, Superintendent for Haywood County reports: "I have done no business this month; everything is getting along quietly. Freedmen are busily engaged in gathering their crops, which are unusually short. No cases brought before the Civil Authorities of any importance. I think the prospects of the poor and helpless are quite gloomy indeed. We have a Poor House and the County Court are receiving them, but it is situated on a poor and almost barren tract of land, with no provisions - but the County will do all it can."
