Goodwin Supt Wilson, Smith, and Dekalb, Co's. reports, "Your Supt would most respectfully report the state of feeling on the part of the citizens in this Sub District towards freedmen and the Bureau to have of late much improved but there still lacks a disposition on the part of the community to lend them aid toward establishing schools for the purpose of educating the colored children and obstacles are being thrown in the way by so cities and corporations, by refusing the use of buildings adapted to that purpose, under their control.
