Your Supt would suggest that he be at once permitted to lease and contract for rooms or buildings best adapted for such purposes in the towns of Lebanon, Wilson Co. Alexandria DeKalb Co. and at Carthage in Smith Co. at an expense and cost to the Gov't not exceeding for rent and repairs for one year, Two hundred and fifty dollars each"
