State of feeling on the part of citizens towards the Freedmen and the Bureau [[also?]] views and suggestions of the Superintendent

There is not much change of feeling to note, during this month, on the part of citizens toward the Freedmen or the Bureau. As a general thing there is no cause for complaint. It is my opinion that the intense hatred, that has been manifested heretofore in some localities is abating. The better class of whites are inclined to do justice to the Blacks. McMinn Co appears to be the worst in the Sub District. I would suggest that James Ware's =(Supt Bradley Co.) jurisdiction be extended over that County or a Superintendent appointed.

The freedmen have expressed themselves in favor of Mr Ware as he is personally known to them, and more or less aquainted with the white citizens. I am of the opinion that the presence of an Officer of the Bureau would
