do more to insure justice before the Courts in that County than any other course that could be adopted. The civil authorities in many instances are afraid to do their duty living as they do among a class of returned rebel soldiers and rebel sympathizers who threaten vengence in case they are prosecuted by freedmen

The Teachers have reported as yet to open the freedmens schools in Chattanooga. The Sect. & Treas. = Thos. Kennedy = of the Freedmens Aid Commission Cincinnati Ohio has been written twice on the subject of Teachers the last. Communication received from him was dated Cincinnati Oct 16th/66, in which he states that six Teachers will be forwarded immediately. Nothing has since been heard from either the Teachers or Mr Kennedy. The Rev R.S. Rust, formerly Comsr Sect. Freedmens aid Commission, was here about ten days since and expressed his willingness to furnish the Teachers under the auspices of the Methodist Church North, in case the Commission failed to furnish them, which he thought they would scarcely be able to do, and
