In view of the large amount of rents from Abandoned Lands due, and to become due on the 1st day of Dec. 1866 in this Sub District, outside of of the Counties of Marion Hamilton Bradley and Knox: and the disposition manifested by former owners to obstruct the payment of rents to the Bureau I would suggest the appointment of an Officer. whose duty it would be to travel through the County and make collections, investigate complaints arising out of leases, lease lands for the ensuing years &c- if it is the intention to lease such property for the year 1867_ It is believed that in most cases Lessees are able and willing to pay but are deterred from doing so by threats of prosecution by former owners or their agents if they pay any part of the rents to the Bureau.
