A white man named James Whitis living near Salem, shot a Colored man without reasonable provocation about the 15th of the month with a shotgun filling his throat and breast with shot. I saw that a warrant was issued immediately for the arrest of Whitis but he had reported himself to a Justice before the warrant was served and was bound over to appear and answer for his crime at the Criminal Court. The Justice before whom he appeared giving the bond.

Some cases of abuse on the persons of col'd women by white men, by knocking down, beating &c which have been referred to the Justices, and no measures have been taken against the perpetrators of these outrages, in a single instance of which I have heard.
