recommended that an expenditure of $250/Two Hundred & fifty Dollars be made for the purpose of repairing the building. 

On the 1st day of Jany 1867 Maj Genl. O. O. Howard Comr. B R F & A. L. authorized me to issue not to exceed 100 Rations per day to destitutes, Freedmen & Refugees in this Sub Dist and to persons of that class passing through the city. The Rations were drawn from the Post Commissary, on a requisition approved by Genl Howard and are being issued. The treasury of the Charitable Union Association in this place spoken of in a former report, = being exhausted and the number of destitutes constantly increasing, it is feared that the quantity of Rations ordered will be far to small to relieve all who are and will be for some time dependent at this point alone.  The Association the past week issued to over 120 families varying in number from 1 to 10 persons.
 
From Capt. Walkers Report it will be seen that assistance will be required at Knoxville unless the Board of Mayor & Alderman conclude to render assistance to destitutes.
