The freedmen themselves are unable to support the expenses of schools the coming year, owing to their poverty. Various outrages have been reported the last month ie Ben. Moore (cold, shot at several times by one Chas. Falls. Falls was arrested and bound over in the sum of one thousand dollars. Jim Branch shot in the neck by H.P. Kibbie a discharged federal soldier. Kibbie was allowed to look for bondsman but took leg bail. V. Stafford, knocked his cook, a freedman down with a billet of wood- cause trifling, nothing done. The cases of injustice in the settlement of wages with the freedmen are numerous. There are numerous cases of destitution and suffering amongst children and aged freedmen. If rations and clothing could be issued to them it would afford much relief."

Mr. J. D. Ussery Supt. for Hardiman County reports, "Suffering amongst the aged and inform [[infirm]] freed people- some little difficulty in settling for last years wages but both parties show a willingness to refer such matters to me for a settlement. The freedmen are slow to contract for this year."
