Suttons house by force, at the same time beating him with a stick. He was see and arrested by the constable and brought before the Recorder for beating the boy, but was let off at the same time, taking the boy with him. The boy was afterwards found dead, laying over a fence, with this stick near him. I had a warrant issued for the arrest of Exum, put it in the hands of the Sheriff, the Magistrate was slow to give the warrant, the Sheriff would not cause the arrest to be made, remarking he had no time. Exum has since left the County. This is but a specimen of the harm we have in this County."

Joseph A. Blakemore, Supt. for Gibson County reports that, "The freedmen are doing very well as far as reported, but are [[strikethrough]] as[[/strikethrough]] little disposed at present to make contracts for the year 1867."

Fielding Hurst, Supt. McNairy County in his report states that Matters as regards the freed people are the same, but I am compelled to urge the great necessity of some aid being extended to the destitute women and children of my District. From all present indications I shall not be able to procure them all comfortable homes."
