remonstrance, and effectually cured by time. It is a disadvantage under which the poor and ignorant, and especially the disfranchised of all counties must labor.

The Freedmen's Bank is a flourishing institution, and hard as the times are the monthly deposits are gradually increasing.

A good deal is being done for the improvement of the freedmen by means of Lectures on matters pertaining to finance, education, temperance, unity of effort or associated action &c. &c. Meetings for these objects are largely attended. I have endeavored to prosecute in the courts all persons guilty of outrages upon freedmen. Five white men are now indicted in the Criminal Court of this county for murder in the 1st degree, but owing to the great number of cases on the docket the trials have not been had. Some of the cases will be reached in a few days.

On the whole, Sir, I have never been quite so hopeful in regard to the freedmen of this county as at present.
