I would respectfully represent that the disposition of Jurors in Wilson and other counties in this Sub. Dist. towards Freedmen is yet unfavorable as will be seen by the case of Liyon vs Liyon indicted for murder in Wilson County.

It shows that the prosecution of a white man for the murder of a Freedman in that county is all a farce. The prejudice of Jurors against Freedmen, is yet too strong for justice to be obtained. I am happy to state however that there is a considerable improvement in the execution of the laws by the Magistrates and Judges.

The destitute in the Sub Dist has increased considerably for the last month partly owing to the severity of the weather and partly through the partial failure of the crop and the dishonest advantages taken of the Freemen in the settlement of their accounts by some planters.
