Lieutenant:

I have the honor to submit the following report of the condition of the affairs of the Bureau in this Sub-Dist. for the month of January 1867:

R.C. Scott, Esq, Supt etc of Hamward County reports that he has approved 150 contracts, embracing 400 laborers, all of whom are to work for an intrest in the conf. He states that a large number of white persons are making contracts with the freedmen this year in such a manner as to take advantage of their ignorance, and that he, having no power to compel them to bring these contracts to him for his examination and approval is powerless to prevent it and further, that the present laws of this State as administered in his County do not give the colored people that protection which they so much need.

Mr. Scott reports that there are no schools for colored persons in his district
