He states the freed people are generally indisposed to come before the Bureau Agent to make contracts, for the reason that they know that the Bureau has no honer to compel a strict observance of the same - There is one school for the colored people at LaGrange under the charge of one teacher - twenty=five (25) scholars are in attendance.

In Shelby Co. Tenn., 744 rations were issued to the Memphis Colored Orphan Asylum as usual. On the 18 inst. provisions returns were received at this office from the office of the Asst. Commissioner for 2250 rations, for issue to the destitute freed people in this Sub-Dist., 450 of which were to be issued in this County. Upon the presentation of theses returns at the office of the Acting Post Commissary we were informed that there were at that time no rations at this Post, that could be spared for that purpose, but as soon as additional supplies were received he would fill the requisitions. The stores have since been turned over to me, but not in time for issue during the month of January. but comparatively little actual suffering has been reported at this office.

Our schools for the colored people are filling up in a very satisfactory manner.
