I have dispensed during the month 700 rations exclusively to crippled, blind, aged, and chance cases of illness, or to such families as have been willing to care for the helpless victims of misfortune.

By this means a great deal of suffering has been alleviated.

Should no hospital be provided by the city or the Bureau, I respectfully request to issue to the poor of the classes named for the month of March of 600 rations.

A few cases of assault and battery have occurred during the month and all the cases but two have been pretty severely punished. One of these was removed to be heard by a country magistrate in a community where the Col'd man who had been injured, was unwilling to risk himself. The other will be brought before the tribunal as soon as the injured party is able to appear.
