Lieutenant:

I have the honor to submit the following report of the condition of the affairs of the Bureau in this Sub. Dist. for the month of February 1867:

But few complaints have been made to this office by the colored people during the month of February. Labor is in good demand, and employers are endeavoring, by fair promises and good treatment, to secure a sufficient force of labores to cultivate their fields during the coming year. But few contracts have been approved by the Agents in this District. The entire number being only 137 Embracing 1118 laborers, a large proportion of these are at work for an interest in the crop.

Rations have been issued to destitute freedmen at Durhamsville, Lauderdale County, Sommerville, and La Grange Fayette Co., Purdy McNairy Co., and Memphis Shelby County.
