State of feeling on the part of citizens to the Freedmen and the Bureau also, views & suggestions of the Sub. Asst. Comr.

There does not appear to be any cause for complaint against the citizens in this Sub District, outside of the district of which Rev Herman Bokum is Agent. In some portion of that district there is strong feeling expressed against the colored people, while in others they are treated very well. In Greenville Green Co they refuse to rent a building for the purposes of colored schools. For the feeling in Sullivan County. I refer to my report of "Outrages". The colored people with few exceptions are industrious and divisions of obtaining instruction and grateful for any favor extended to them. No schools have as yet been organized. The teacher intended for Jonesboro has not yet arrived.

The District Court now in session at Knoxville has had a great many cases before it, in which freedmen were interested.
