In compliance with S.O. No. 2 dated Bureau R.F ad AL. Memphis Sub-District, Office Sub-Asst. Com'r Memphis Tenn March 29" 1867. I have investigated the condition of the affairs of the Bureau at this place and have the honor to submit the following report.

I find the affairs of the Bureau at this place in a rather loose condition and from what I can learn Mr Scott the Agent gives it but little or no attention. I am informed he visits his office on an average of but once a week, the term used by my informant is, "that the Bureau here runs itself." Both citizens and freedmen informed me that for a long time Mr Scott ceased to interest himself in affairs relating to the Bureau. Many informed me that long since the freedpeople lost confidence in Mr Scott as being their friend and adviser to the extent that they show no desire to enter into contracts before him or submit their cases to him. I  conversed with a great number of the freedpeople on this subject and am sorry to report such to be the case 

As regards the Civil Courts all are disposed to give the freedpeople equal justice with the whites and I think had Mr Scott interested himself in the behalf of the freedpeople when complaints were made by them at the end of the year of being defrauded of their wages
