been since the fees of the office were abolished, guilty of a total indifference to the intrest of the freed people in almost every respect, and also during the months of Dec. and January extorted from the persons who transacted business at his office outrageous and exorbitant fees. Your attention is invited to a special report upon this subject dated April 8th 1867.

Capt. Kendrick reports that the planters informed him that the freedpeople were doing much better than they did last year.

It appears to be the inclination of the Magistrates, especially at Brownsville, to deal justly by the freedpeople. The colored people have more confidence in the Civil Courts than formerly and especially is this the case in a justice Court presided over by one Wm Sims who appears to take more than an ordinary intrest in the affairs and condition of the colored peoples. 
The County authorities are making an arrangement to secure a new Poor House and farm for the benefit of the paupers. At the present time but little is being done for them, either white or colored.
