In the northwest corner of McNairy Co. there are a gang of ruffians who are continually harassing the freedpeople, and the Civil authorities are utterly powerless to prevent it. Three of this gang named John Dewberry, Jim Hadex Pone Wamble went over into Madison County, near Henderson and shot a freedmen by the name of Bill Tice, who was at work for a Mr. Johnson near near that place. After having wounded Tice the party took him back with them to McNairy County.  They claimed that he was under construct to work for them during the years, and if he did not work for them they would kill him to keep him from working for any one else. The papers in the case were referred to you June 9" 1867.

Abm Allen, Esq. in charge of Counties of Madison, Henderson and Decatur reports that the the opposition manifested last year to the educating of the colored people is gradually and very slowly going away.  That the school at Jackson is doing finely and is not molested. 

There is, however, a strong party who are approved to the colored people exercising their political rights. They are so kill down though fear and possession that but a very few of them will register, and consequently will not
