stoop to such meanness and are doing it at this time. The negroes will vote and the majority will vote intelligently. they are as well informed that it is impossible to frighten them out of their rights.

I have recd. Circular letter dated War Dept Bureau R. F. & A. L. Washington D.C. May 15" 1867, relative to temperance organizations among the negroes.

I have taken steps to organize such societies but find it very hard to interest the colored people in the matter.  I have appointed a meeting on the night of July 1st to organize - shall do my utmost to make it a success -

There is very little intemperance among the cold. people - much less than among the whites.-  It is a very uncommon occurrence here to see a drunken negro.
