State of feeling on the part of Citizens toward the freedmen and the Bureau, also views and suggestions of the Sub Assistant Commissioner
If there is any change in the feeling on the part of citizens towards the Bureau and Freedman in this Sub District since my last report it is probably for the better, at least no outrages have been reported, or unkind feeling shown.
During the month I visited Cleveland and Chattanooga in both of which places I found the affairs of the Bureau in a satisfactory condition; I am satisfied that the fears represented in my last report as to the efficiency of such agent that M. Wace Agent at Cleveland permitted his duties as Assistant Assessor of internal revenue to interfere with his duties as Agent of the Bureau were unfounded, and he is probably the most efficient Agent that could be stationed at that place.
The freedmen throughout the district are reported as being busily engaged harvesting and as work is plenty at good Wages, and the Crops are abundant, it is thought they will be in a better Condition after harvest, than at any time since the war.
I am satisfied that intemperance does not prevail to any great extent among the
