At Chattanooga & Knoxville when it prevails to a greater extent than at any other point. "Temperance Societies" have been organized, and from the interest taken in the movement. I think it will be the means of doing much good. Steps are being taken to have the organization extended to other points.
The instructions of the Assistant Commissioner directing that Commissioners of the poor of the Several Counties be urged to make provision for colored Paupers have been Carries out. At Chattanooga they state that they have very limited means and that the building now used for that purpose is full. but that an effort will be made to enlarge the building so as to accommodate all. At Knoxville, when the matter has been repeatedly urged before, the County Court, which has jurisdiction of the matter, has finally passed an order directing the County Commissioners to admit Colored paupers under the same rules and regulations as they do Whites.
No reports have been received from any other point, but I think similar action may be expected. 
In view of these facts, added to the prospects of an abundant harvest, I am of the opinion that it will not be necessary to issue any more rations in the District after these on hand have been distributed.
