Bounty soon, and say they will be in condition to buy small lots, if the owners would sell at reasonable rates. I presume that under existing laws, it is not possible for the Bureau to assist them in this way, but I think some man, or company of men, in allmost every town in this District migt be induced to do so. I have initiated a movement of the kind in this City and feel confident it will be carried out.

Owing to the scarcity of lumber it will be impossible to have it completed before the middle of October. The same cause is likely to prevent the completion of others, being built at other points, at as early a date as was expected
