Within the limits of this Agency no complaint of idleness exists on the part of the colored people. They are industrious quiet and well behaved, and give abundant evidence of making good citizens

Neither drunkenness, profanity or disorder of any kind prevails, both on the Sabbath and at church they are examples of good behavior

The Freedmen of this portion of your Sub Dist, are industrious, religious and temperate in their habits. A great many are destitute of money and cannot procure it in many cases even by labor as the whites try to swindle them out of their pay - they employ them to do certain labor and before the labor is performed, discharge them.

Many freedmen have laid before me their claims for work done this and last year of which I make out their accounts and instruct them to present them to their employer and if they cannot get a settlement to place them in the hands of the civil
