who still prowl about the country occasionally committing outrages of which the masses of the citizens are not responsible unless by a tacit approbation. There is a class also of small politicians in the district who live upon the miseries of communities who are never so happy as when they can call for troops or Militia to suppress disturbances. These men are not infrequently the real fomenters of the trouble which the Militia are called upon to quiet. Some of these men are officers in the State Guard whose companies have been mustered out of service and who are still retained in the pay of the State. Of course they are anxious to retain place and pay and to resume command. 

Bureau must deal impartially and strictly with disturbers of the peace be they villainous bushwhackers debauched conservatives or unprincipled radicals. 

Nothing it seems to me is more necessary to the welfare
