Mr. Holloway adds, "while there are some Magistrates who are disposed to do full justice to the freedpeople, there are few officers disposed to make arrests for any charges that are preferred by colored people - especially in remote parts of the district. Writs placed in their lands issued by Magistrates are very rarely served, if against a white man, and in favor of a colored one - if against a colored person they are generally attended to. No officer or any person else is perfectly safe to prosecute a case against the disloyal, irresponsible pact of the community in favor of the colored people."
