I have the honor to submit the following report relative to the condition of the affairs of the Bureau in this Sub District during the month of September 1867.

Capt. James M. Tracy, in charge of counties of Madison, Obion, Gibson, Dyer, Weakley, Henry, Benton and Carroll in his report dated Sept. 30" states, "so far as my knowledge extends, and I have been at considerable pains to keep myself posted, I have not heard of a single outrage having been committed in the eight Counties now under my charge- He reports every thing quiet in his district. He further adds; that the freedmen are faring 50 per cent better than they did in any portion of Middle Tennessee one year ago. The people seem friendly to the Bureau and its Agent, and that he has no trouble in making settlements between the planters and freedpeople. The State Whites has probly had a good influence in keeping the lawless under subjection and assisting in the enforcement of Civil laws, though in many instanced their conduct has been
