at this Office during the month by freedmen of having been driven from their crops without settlement, but I have succeeded in putting the parties back unmolested, except in the case of one freedmen working for Jos. Wilkinson 10 miles on the Raleigh Road. In this case I succeeded in getting an execution served on his cotton which had been shipped to this City.

One outrage was reported to this Office during the month, i.e. on the 11th of Sept. Martha Lyons and her husband were severely beaten by John Walker and Thomas Hopgood on the Bowden's place six miles from the City. A warrant was issued for the arrest of the parties who committed the outrage. Hopgood escaped and on the 12th inst. Walker was arrested and bound over in the sum of $2,000 to appear at the Circuit Court for trial for assault and battery with intent to kill.

The health of the City has been comparatively better than for some months. In the State and County Hospitals 40 colored persons were admitted during the month; the diseases treated were principally billious fevers and dysentary. The City Physician appointed to prescribe for the destitute treated 162 colored persons during the month.

In relation to the payment of bounties to colored soldiers I would respectfully offer the following statement:
