During the month I have paid out, under the direction of Bvt Brig Genl. G.W. Balloch, Chief D.O. Washington D.C.- Twenty nine thousand (29,000 00) Dollars, in Bounties to Colored claimants who reside in this vicinity. they are nearly all using their money judiciously many of them buying Lots and Small Tracts of land, and securing homes, while others are leaving to join their friends and relations at other points. 

Idleness and Intemperance were predicted by some as the result of the payment of this money, but such I am happy to state has not been the case.

After a thorough investigation of the several cases, - I would respectfully recommend that the amount authorized to be expended at Elizabethton Carter Co. in building a School may be increased to two hundred dollars, and that the sum of two hundred dollars may be expended in building a house at Louisville, Blount Co. and a like amount, for the same purpose, at Johnsons Depot.
