Lieutenant:

I have the honor to submit the following report of the condition of the affairs of the Bureau in this Sub Dist. for the month of October 1867. 

It has been impossible for me to obtain information from all parts of my District during the past month. Although I have written to various persons asking for their views upon such subjects as would effect the intrest and condition of the Colored people in their vicinity. But few of these communications have been answered at all, and from some that did reply I was unable to obtain any valuable information. I would have sent Capt Kendrick upon a tour of inspection but owing to the outrages that were committed in Tipton County his time has been monopolized in that locality
